The Africa Rice Center (AfricaRice) is seeking a highly qualified candidate to take up the position of Interim Deputy Director Generalof the Central Agricultural Research Institute (CARI)**to be based in**Suakoko, Bong County, Liberia.

****About AfricaRice****

AfricaRice is one of the 15 international agricultural research Centers that are members of the CGIAR Consortium. It is also an autonomous intergovernmental association of African member countries.

****Authority****

The ****Interim Deputy Director General**** will be working for the Central Agricultural Research Institute (CARI) and be based in Suakoko. S/he will receive backstopping from AfricaRice senior experts in agricultural research management. S/he will report directly to the Director of Partnerships and Capacity Strengthening at AfricaRice and to the Director General of CARI.

The Interim Deputy Director General will be a dynamic, hands-on, results-oriented person recruited by AfricaRice.

****Responsibilities****The successful candidate will provide leadership in the implementation of the new strategic plan for CARI in general and ensure effective and efficient management of all integrated research interventions across the core research programs.

More specifically, s/he will:

  • Develop an implementation plan for CARI research programs;
  • Identify and propose to the Director General the name of research program leaders;
  • Establish mechanisms for priority setting in CARI activities;
  • Plan, coordinate, monitor and evaluate all CARI’s research programs;
  • Develop a strategy for mobilization of resources for CARI programs and activities;
  • Lead grant writing process and bring in research/other activity funds;
  • Contribute to the establishment of a long-term human resource development plan for CARI;
  • Develop the administrative and technical capacity of scientists through training and mentoring to assume leadership roles after his tenure of service;
  • Ensure a smooth hand-over of responsibilities to a successor identified by CARI;
  • Forge linkages with regional and international agricultural research institutions, development partners such as those in the Agriculture Donor Working Group, the private sector and civil service organizations involved in agriculture and food security.

****Qualifications/Selection Criteria****

****Education:****PhD. in an Agricultural disciplines.

****Work Experience****: At least 5 years working experience in leading and managing an agricultural research institution is essential; prior experience working with a wide range of stakeholders and motivating/leading multi-disciplinary teams; a proven publication record; working experience in Africa and knowledge of rice‐based systems desirable.

****Key Competencies Required****:

  • Sound judgment; proactive and strategic thinking; results-oriented; openness and integrity;
  • Excellent communication and interpersonal skills and ability to build consensus and manage conflict;
  • Proven ability to establish, nurture and oversee research teams;
  • Ability to communicate orally and write effectively in English;
  • Demonstrated competency in managing people, budgets and different projects;
  • Demonstrated ability to write research grants and scientific papers.

Terms and Conditions

  • This is aninternationally recruited position.
  • AfricaRice provides an attractive international salary and benefits package and a collegial and gender-sensitive working environment.
  • The initial appointment is for one year, renewable once (for another year) subject to availability of funding and performance.
  • The normal retirement age for internationally recruited staff at AfricaRice is 65.
